"The Appeal to the People" is apparently based on a photograph of the controversial Irish-American Eamon De Valera (1882-1975), leader of the unsuccessful 1916 Easter Rebellion, member of the British Parliament, and Sinn Fein "President of the Irish Republic." Here, he entreats the citizens of County Clare in 1923.
